Construction demand in Ethiopia is driven by three different buyers who behave nothing alike: government housing and public buildings, donor-funded social infrastructure, and private commercial development in Addis Ababa and the regional capitals.
For a foreign contractor the binding constraints are rarely technical. They are the availability of cement, steel and finishing materials against import timing; the foreign-exchange allocation needed to pay for them; and the local partner arrangement, which in practice determines both your cost base and your access to public work.
Design-build and EPC structures are increasingly used on larger packages, which suits international firms — but the qualification criteria usually reward demonstrated local delivery. Building that record on a smaller package first is slower and almost always cheaper than losing a large one on a technicality.
