Infrastructure

Infrastructure is the largest single pool of procurement in Ethiopia and the one most visible to international bidders — roads and bridges, water supply and sanitation, drainage, and the urban systems that follow them.

Roads are procured largely through the Ethiopian Roads Administration and its regional counterparts; water and sanitation through the Ministry of Water and Energy and the city water authorities. A high share of the large packages is donor-financed, which means international competitive bidding, two-envelope evaluation, and documentation standards a European or Israeli contractor will find familiar.

What is less familiar is the ground reality: land access, utility relocation, and the sequencing of regional approvals. Programmes that look identical on paper diverge sharply once mobilisation begins, and the firms that do well are the ones who priced that difference in.
