Telecom liberalisation changed the shape of this sector in Ethiopia. Where there was one operator there is now competition, and with it a build-out of network, tower, fibre and data-centre capacity that did not previously have a commercial buyer.

Ethiopian public-sector digitisation runs alongside it: payment systems, identity, revenue and land administration are all being rebuilt, largely with donor financing and largely through international competitive bidding. These are integration programmes rather than product sales, and they are won on delivery capability and local support presence, not on licence price.

The constraint worth understanding early is power and connectivity reliability at the site level. A data centre or a regional office is only as available as its supply, and redundancy that is assumed in Europe has to be designed and paid for here.
