Ethiopia is one of the largest recipients of development financing on the continent, and that money moves through a procurement system with its own rules, vocabulary and timelines.

For an implementing organisation or a supplier, the practical work is not finding the programme — those are published — but being registered, prequalified and structurally eligible when the notice appears. Eligibility is decided before the deadline, not at it, and firms discover this in the wrong order more often than any other mistake in this sector.

Local partnership is usually a requirement rather than a preference, and the quality of that partner determines both compliance and delivery. Monitoring, evaluation and reporting obligations are heavier than commercial work and should be resourced from the start, not retrofitted when the first report is due.
