Tourism in Ethiopia is a recovery story rather than a growth story, and that changes how the opportunity should be read. The underlying assets — the northern historical circuit, the Rift Valley, the highlands — are genuinely distinctive and under-built relative to their draw.
The investable gap is accommodation and destination infrastructure outside Addis Ababa: rooms at a standard international operators will accept, reliable access, and the ground handling that makes an itinerary sellable. Government support for the sector is stated and real, but the practical constraints are electricity, water and road access at the site.
This is the most sensitive of the nine sectors to security perception, and any credible plan prices that in rather than assuming it away. Investors who treat it as a five-year build rather than a three-year one tend to be the ones still there.
