Ethiopia's industrial strategy is built around designated industrial parks and a young, large workforce. For a manufacturer the decision is less about whether the labour cost works — it usually does — and more about whether the input and output logistics do.
Almost everything imported arrives through Djibouti, and almost everything exported leaves the same way. Transit time, bonded warehousing and customs documentation therefore sit at the centre of any credible operating model, not at the edge of it. Foreign-exchange access for imported inputs is the second constraint, and it is the one that most often changes a business case after the fact.
Incentive packages exist and are real, but they are specific: they attach to sectors, locations and export commitments rather than to investors in general. Reading them precisely, before committing capital, is the single highest-return hour in the process.
